Not sure what it's like in Portugal, but in Australia they can and they are.
Yes there are animals out there, that's why they are in Jail...and the expectation should be jails are safe for inmates anyway.
(Edit - at the end of the day, if you've had the surgery, i.e male bit removed, it really seems silly to house them in a male jail)

India would have one of the fastest growing energy consumptions in the world.
But smart enough to know they need plenty of baseload power to run an effective power grid.
No doubt they will be relying on coal for a while yet, but at least they have made a major investment to service 6% of their household needs by renewables.

Imo, it makes sense for India to increase their nuclear. They have such an increase in demand & also given their position issues, better to increase nuclear & renewables than rely on too much coal.Yep smarter than the renewables zealots in Australia.

Most of the experts have said nuclear is not a viable option in Australia. We don't have the same circumstances as India.

Some things can be done through an Executive Order. As far as I know, these can be overturned by an Act of Congress, but are effectively law unless overturned.

Like his automatic citizenship withdrawal for those who are bornin the USA, which he did by Executive Order will be challenged in the court as it contravenes Amendment XIV of US Constitution.
Think his Executive Order will get overruled even by the Supreme Court as Amendment XIV is pretty clear. If you are born in the USA, you automatically are a US citizen. It doesn’t state that if your parents are illegal you ain’t a US citizen.
