Perth is a big retirement home where all restaurants close at 9pm

If you're basing your opinion of Perth on what goes on in Midland after 9pm then I think the problem is on you.

Whilst not quite as bad as Werribee, it's not far off.

Hardly see that in Melbourne

Really? Can’t say I’ve been to a pub in Melbourne where the kitchen doesn’t shut at 9pm. And I’ve worked in plenty.
Mind you I rarely am in pubs late now and would never have dinner that late anyway.

The beer gardens and bands in Perth are still the best, some great clubs there too for those inclined to party late. And the beaches, well…best in the country. Some of them best in the world.
