Previous 3 games average xG was 0.97, scoring a total of 2 goals and conceding 6.
So actually 3 things have changed. Meaningful chance creation, attacking efficiency and defensive efficiency.
It isn't a coincidence that having KDB and Silva central, Savinho on the left, no Walker or Gundogan starting is seeing all 3 metrics improve and confidence growing (albeit without the ball things remain imperfect). The Savinho-Haaland axis is starting to see the latter player thrive again.
Confidence is a funny thing. Pep has tinkered with things and settled on his best use of resources until a couple of players return.

If that's the rule then sure, I'd say they're both pretty much the same thing and ones a penalty and one isn't. It's a complete crap shootI also believe this should have been a penalty for similar reasons.
