If he stands down before the convention then the Democrats can only pass $2,000 of the $100+ million campaign money (which they've already raised for Biden) on to the new candidate.

If they wait until the convention or after, any new candidate gets all that cash, which is very important because Trump's way ahead on campaign spending and getting further ahead.

If Biden's gonna resign (highly probable), it'll only be after the already raised campaign money can be passed on, almost certainly not before, IMO.
