Maybe they just said something like “Before we investigate this can you sign a stat dec describing your version events?” …

… and maybe he wasn’t prepared to do that?

Incidentally, using a stat dec was how we were able to stand down Gubby Allen back in the day. When he was recruited we got him to sign a stat dec about what happened with Whitfield at GWS. When that all blew up the stat dec allowed us to force him to stand down.
