It's still a question, mark or not. "Who ate my socks?" classic book, starts with a question. Who plays on who (afterthought m) is a question. Which is answered straight after it is asked. Who can be used as a non interrogative word as in "John, who didn't know Alex was behind him with a screw driver" But if we omit John, it becomes "who didn't know Alex was behind him with a screw driver." Now it is a question, the answer to which, is "John"
