If they start selling them presumably they can increase the cost of future US borrowing. May not be a substantial effectUS doesn't borrow money from China.
They just issue US treasury bonds, and China buys them, because they offer a return above what leaving several hundred billion dollars in US treasury transaction accounts does.
It's the US that sets the terms of the bonds they issue, and China can do nothing with them beyond wait until they mature, or sell them on the bond market.
If they mature, the US pays them with money it raises by issuing more bonds.
They give China zero leverage over the US government. None at all.
