Not really sure about the American ABC, but I've watched some live streaming TV over the net before and most of it is of shocking quality.

I can use Media Center to watch American ABC and Fox, but first I have to use a I.P anonomizer proggy, otherwise the content is screened and and I get the 'Internet T.V. not available in Australia' Nazi message.

You can try Justin.tv if you want watch online. There's some interesting stuff there. Not sure about the quality or the legality of those streamed videos though.
