Is it different to the way the current 15% tax is done?
As they contemplate it, yes. Unrealised gains apparently to cop it for a start. The bigger difference is that there now becomes a progressive element. Currently, each fund account has a single tax rate- 15% for accumulation accounts, 0% for pension. Even with transfer balance caps, it was still one rate for one account.
This is different.
