You may want to re-read.Huh so you're saying a keeper can stuff up and a non-converted pen has to be re-taken. But a player can stuff up and it's like nah all good?
Why is the keeper always at a disadvantage?
If a pen is double hit through a slip whether it goes in or not, should just be re-taken.
If the keeper breaks the rules on a penalty it will be retaken if missed.
So why should it re-taken if the taker stuffs up?
