Penalty runs?

It is a pretty harsh penalty if you’ve got a Maxwell or Jos Buttler at the crease, will cost a lot of runs. With two no namers at 9 and 10 it’s not the scariest penalty

Penalty runs would be fair, but of going fielding restrictions then it should be power play rules, only 2 out. 1 extra fielder inside the ring isn’t making much difference even if there is a good batsman left.
