The Clash did the original over 20 years before Taha did a cover of it.

The story is that he bumped into them in Paris in 1981 and gave them a demo tape, never heard back but then a few months later the song came out and he thought it very remniscent of the style in his tape. I think there weren't any hard feelings - Mick Jones did join Taha in concert to perform it at one point.
