If Trump hires based on merit, why does he always have to keep firing the people that he hires, often within days of telling us they are the best people?
No, neither of them are "good".

Probably comes down to whether they have sufficient experience or background in the portfolio they are appointed to - being a billionaire isn't an automatic qualification for any portfolio.
