The NHL and the Russian Ice Hockey Federation are closing in on a new transfer agreement.

Sources tell TSN that in the wake of a meeting earlier this week between Russian Ice Hockey Federation president Vladislav Tretiak and NHL commissioner Gary Bettman the Russian club teams have signed off on the terms and conditions for Russian players to go to the NHL.

While the final document must still be written and signed by both parties, the Russian clubs giving the thumbs up is seen as overcoming a major hurdle.

The NHL already has an existing transfer agreement with the International Ice Hockey Federation, but the Russians opted to not be a part of it.
Fantastic news, just hope they go through with it. That means we might be seeing this man in a Penguin's uniform afterall:

Haha, he's only the best player not in the NHL, and the next player to win the Calder trophy (full health permitting of course).

Are you sure about that? I'll I'm still hearing is that it's a tentative agreement.
