I have found a clue in the article that could help solve the problem.

For each list that shows all the players who earned a No. 1, No. 2 and No. 3 vote, it's split into paragraphs with an indented opening line

Three Points (no. 1 votes)
Paragraph 1: 27 names
Paragraph 2: 29 names
Paragraph 3: 29 names
Paragraph 4: 17 names

Two Points (no. 2 votes)
Paragraph 1: 27 names
Paragraph 2: 29 names
Paragraph 3: 46 names

One Point (no. 3 votes)
Paragraph 1: 27 names
Paragraph 2: 29 names
Paragraph 3: 30 names
Paragraph 4: 16 names (informal vote treated as one)

The amount of names in each paragraph appears mostly consistent. The first two are always 27 and 29 names. The third and fourth could either be 29 and 17, or 30 and 16.
I think the paragraphs are there to split when the votes were counted. Paragraph 1 could be Rounds 1-5, Paragraph 2 could be Rounds 6-10, then Rounds 11-15, and the smaller paragraph Rounds 16-18. But there are two more problems.

1. Len Catton earned one vote for Melbourne either in Round 3 or Round 4, but his name shows up in the third paragraph.
2. None of the paragraphs seem to have a proper order for the names. Not alphabetical, not by club, and probably not even by round.
 
There are six missing 3 votes, six missing 2 votes, and seven missing 1 votes. The Titus-Smallhorn tied vote was not counted in the records, so it's an even 6-6-6 spread. I think six games did NOT have their votes counted. Six games constituted a full round, so perhaps one whole round was disregarded?
Well certainly during the some of the 1940s years, the round where State football was also player wasn't counted in Brownlow voting.

The VFL played two interstate matches in 1938.
July 2: Victoria 24.13.157 def South Australia 16.18.114
July 18: Victoria 22.13.145 def Western Australia 17.21.123

July 2's game coincided with Round 11 and the big names were not playing in the league. July 18's game did not coincide with a round. This is probably the round they weren't counted.

I've come to the conclusion that there seems to be no way to reasonably identify match votes in 1938.

I thought it would be a good idea to make a spreadsheet for each player who polled a vote, then marking down every match they played, excluding Round 11. I hoped that in this way, I could find matches where only one player or one team could've possibly earned a 3, 2, or 1 vote. The Footscray team earned only two 1 votes that season, so I hoped that it was possible to find games where neither player played. Sadly, every Footscray game that season featured at least one of them.

The ordering of the players in the Age article doesn't seem to follow any order. If it went in order of round, the first six players would all be from different clubs and different games. But, by the time I get to the sixth player in the 3, 2 or 1 votes, he would have already played against one of the previous five in the first round.

I'm guessing that when the VFL got mailed the votes, they weren't kept in proper order because they weren't doing a round-by-round recap like we see in the modern day. In fact, in the televised Brownlows, it seems like they only started round-by-round readouts in 1984, and before that they just read out batches of 3 votes, 2 votes and 1 votes.

The only possible way 1938's match by match votes could be identified? Brute forcing with code AND hope there is only one possible match (probably impossible).

This one is incomplete since the YouTube video ends while Laidley is walking in to kick a goal (presumably, they were 30m out and then received a 15m penalty, and hadn't kicked their solitary goal yet).

Dean Notting wore 43 in this game. He wore 49 in 1986. I think he only wore 58 in 1985.

Dean Laidley also brings up another thing I noticed. AFL Tables now lists Dean Laidley as Dani Laidley in all their records and their player page is now Dani_Laidley (but the Dean Laidley page still exists). I don't exactly know if it's right to retroactively apply the post-transition name to pre-transition records so I chose to consider "at the time" since all of Laidley's AFL coaching and playing records are before the transition. For the Laidley case it's a can of worms I don't want to open so I went with "they" for this example to be neutral since Laidley was "he" and now is "she".

Could a section for known name changes be worthwhile for AFL Tables and could they be applied to the records to reflect when the change occurred? Cases like Dean/Dani Laidley, Kristian Anning/Bardsley, Brian Harris/Lake, Beau Wilkes/Maister, Harry O'Brien/Héritier Lumumba, Jarad/Max Rooke, Andrew Lukimitis/Lukas, and Matthew/Sanford Wheeler (not Garry Hocking/Whiskas or promotional stunt names) for instance.

Well, the AFL can call it "Opening Round" all it wants, but Round 1 is Round 1 whether they like it or not.

It is funny, considering how much the league and its journalists actually rely on that site for research.

Unfortunately it will require 'double handling' of every stat from here on in. I understand it's hard to code a '0', but surely the better workaround is to list Opening Round as Round 25, rather than throwing every single other round out by one for the sake of pettiness.

FWIW I hate the notion of Opening Round and could foresee this stats blunder happening from the start.

Although they stated the game with the stat discrepancy was Round 2, 2022. It was in fact Round 2, 2020 Collingwood v Richmond. Not having anything better to do this evening I decided to take it upon myself to re-watch the game and make notes.

Must seem like AFL Tables' big lists (for disposals made) doesn't have some sort of coding for 5 digit disposal tally.

As the 2023 suggests, it's put Pendles at 2023rd instead of first.
