Which colour ball, who decides ?

At the Geelong - Port Adelaide game they used a yellow ball.
In the pre-match warm ups Geelong were using yellow balls and Port were using red ones.
In Port's case, I don't think that it would be the best way to warm up. Would they have known prior to the warm up which colour balls were being used in the game.
Who decides which colour ball to use and what factors are taken into account towards the decision ?

I have spotted inconsistencies with this.
The Geelong - Port games had similar if not slightly better conditions than the 2009 grand final, in the 2009 GF they still had a red ball despite it pouring with rain at stages and low light near the end.

Why would this happen and are they allowed to change ball colour during a game ?

Up until this year yellow balls were only used at night or for twilight games, this year yellow balls are being used for all Sunday 3.15 games and obviously the afl have realised how much easier the yellow ball is to see with dull light. I don't think you can change ball colours during games if the roof is shut at Etihad during a game they've continued to use red balls.
 
I think its a resaonable question. This was a 1:10 game, not a designated "yellow ball" timeslot.
So, who made the decision to use the yellow ball? A perfectly understandable decision in the conditions, its also perfectly understandable the Port would only have taken red balls across with them for a 1:10 game. Somehow I doubt the lack of yellow balls in the warm-up had any impact on anything, but its a legitimate question to ask who made the decision. My guess would be the umpires on the day, but that is only a guess.
 
Who was at the infamous Geelong-Melbourne game last year it was very dull and the lights were on all game until 10 seconds before the game ended, could hardly see anything after that, including the red ball.
