9 and Stan offered the AFL 500 mill per year for this round of rights, so they do have some money to play with. All the money they saved from doing a number on v'landy's in their current tv rights deal.

The problem for the NRL is though, the AFL deal goes up incrementally year on year. So even if they get 640 mill per year in 2028, by that time the afl deal might be even higher anyway, coz it starts lower than 600 then grows incrementally over the length of the contract.
