There was no real precedent for having 34 players suspended for cheating either, so the AFL had some flexibility. In any case, the previous penalties hadn't included anything for anyone taking banned substances - which hadn't been established - so it wouldn't have been totally outrageous to have some penalty after the finding that virtually the entire list had been doping through a club managed program.
