According to Wikipedia, here are the list of "Volkswagen Group" factories. Note that not all of them are building VW vehicles - there are several other brands which are part of the "group".

By my reckoning, countries with factories manufacturing VW brand vehicles (not counting Germany) are:
- Ghana
- Brazil
- China
- India
- Spain
- Slovakia
- USA
- Argentina
- Rwanda
- Portugal
- Malaysia
- Poland
- Mexico
- Ecuador
- South Africa
- Kenya
Fair bit of cheap labour in those countries I'd imagine.
Most, not all.
Spain, Portugal, USA and South Africa generally wouldn't be considered cheap labour countries.
