    Ok thought it was seniors, what's your twos umpire like, would be be confident enough to say something to the runner? He can speak to other club umpire (should anyway) and both umpires speak to to coach and or captain. If runner keeps getting in the way, start paying free kicks against him!
    therefore if pegs or other team wants to lay complaint they will struggle as they have been warned
