Does anyone know where this is?

Is it the Newsletter part which appears on some of the pages? If that's the one it doesn't say anything about "The Runner".

Is this a way that they can get around not paying out prizes to people. The Dream Team and the NAB Tipping are both saying the same thing about signing up to "The Runner" to be eligible.
